The fact that Campbell had told the crew that 68 would be eligible on a two point conversion and the fact that Decker clearly walked over and reported is damning.

Titans 12 penalties for 83 yards. Lions 17 penalties for 138 yards.
My recollection is that the Lions’ struggled in this game, particularly the offense:
Texans 6 penalties for 49 yards; Lions 8 penalties for 75 yards.
Refs didn’t cost the Lions this playoff game. They were beaten soundly.
Penalties didn’t determine the outcome of this one:
Lions only had 3 penalties for 20 yards (Chicago had 5 for 54 yards), and lost on a pick six by Stafford and then another INT at the goal line with 1:11:
Penalties didn’t seem to be much of a factor in this game.
Eagles 10 for 61 Lions 7 for 65 (2 unnecessary roughness penalties and a holding on punt that wasn’t returned inflated the yardage total):
One single penalty 5 yard penalty clearly dictated the outcome of this game:

Apparently this crew has screwed up before and are expected to be broken up for the playoffs.

We were the better team that day. The refs literally took the victory away. The better we played, the more ridiculous the penalties got. They called back 3 touchdowns on sketchy calls.
According to Allen, Skipper had already been declared eligible multiple times in the game so what Campbell said before the game really seems irrelevant. What did he say? “Hey, we’re going to make Skipper eligible multiple times, but if there is a really important play we’re going to make Decker eligible and try and trick the Cowobys into thinking it might be Sewell or Skipper, even though it’s your job to make sure the defense knows exactly who it is, we would appreciate if you could do a crappy job of that.” Yeah, I don’t think so.
From my understanding Dan told the explicitly on a two point conversion that Decker would be the eligible T…not Skipper…so it’s irrelevant how many times before Skipper had reported.
And you are correct that Allen tells the D who is eligible but with two other players in the area they need to look at the formation to really figure out what may be happening. That little bit of confusion is what they were trying to create to make them a step slow in recognizing what’s happening.
And it’s not like Decker was standing wide open…he made a contested catch so it was run to perfection and he won on his athleticism.
So it really does come down to what Dan told the refs before hand!

Skipper being declared eligible multiple times is what is irrelevant. The Lions made it clear that Decker would be the eligible on a specific play. The ref ASSUMED Skipper to the eligible. I’m not clear on if the Lions said this is our two point conversion play, I think that’s what they actually did, but can’t confirm.
