It’s hard to pull off two trade downs of course but the board is really situated in a way that makes it seem possible. Move down to the Dolphins spot and you are one ahead of the Chargers. That’s a prime spot for another trade down if a team falls in love with Herbert (or perhaps Jordan Love.)
