What does this even mean?
Basically nothing, at least for the original dead period-recruting violations. Michigan gets probation, incuding time served. This does not address, however, the sign-stealing violations, where the investigation is still ongoing.

So there is no punishment?
May i ask what you are hoping to see as punishment? I dont believe that they will be vacating wins or anything of that nature even for the sign stealing, maybe some lost scholarships? Harbaugh already left so not sure that there will be some big to do over punishment.
