It also I believe depends on the who has the rights to that game initially. Every channel can refuse one flex to “keep their game safe” as it were. You can bet your ass that if they tried to flex Lions / Bills, CBS was going to tell them where to stick it.
I’m assuming it’s FOX obviously, and if they say “no it’s the game of the week at 4:30”, I’m not sure anything can be done about it.

In this case, they aren’t getting flexed. All games for week 18 are not scheduled and set to TBD. I don’t think the networks can prevent anything. I’m going on the assumption that it will be SNF. I have pregame field passes for the game and tickets. I was really hoping it wouldn’t be prime time.
