The answer is because he is the one trading up. No one does a fair trade up. If you want to move up, you have to pay a higher price to get the team to accept the move.
People are saying millenesque. Plus I was joking because I love how worked up people get on draft night. No biggie

I want another iffy. Not the unreliable version, but the big athlete in the secondary that can play CB and S.
Then I want a real 3-4 OLB with some jets to play in our edge rotation.

Don’t forget the fact that Brad had intel that other teams were lining up to take Gibbs, so he pulled the trigger at 12. Same story about Manu last year in that other teams also were intrigued by Manu’s measurables and Brad took him in the third round instead of waiting. I think it is very likely that Brad was aware that TeSlaa would never make it to 102.
