Simple terms.
PUP/NFI doesnt count against the cap. But must sit for 4 weeks.
IR doesn’t count against the cap. But only 2 players may be reactivated during the season from Preseason IR. Also must sit 4 weeks minimum before being activated.
Then 53 man.
Players may be added to regular season IR after 24 hours post cut down. Thus creating a roster spot after cut down day.
These players must also sit out 4 weeks.
Only 8 players may be elevated from IR during the entire season (pre or regular season total)
