Totally makes sense.
Whatever they do, they need to get guys in camp and practice enough so that the product on the field improves. That’s been the historical problem with these leagues.
Their attempt to fix it was to implement the rookie salary cap
It seems like an interesting opportunity for former players to get an ownership stake and offer legitimacy to the league and even challenge the ncaa as the route to the nfl.

I didn’t know either of them was still around.
Now they just to merge with the CFL (Canada) and make a 16 team league. Then the talent would be halfway decent.

That’s a great idea. I think there are two problems:
- Rules - I don’t think the CFL would be willing to abandon its weird field and 3-down rules
- Team names - I’m not sure how a 20-team league with half of the teams named Rough Riders would work.
