Context is important here TC. You need to also consider who he lining up with. The guys he’s lining up with have really good to elite first steps.
It is also part of the scheme.
There are quite a few plays there that aren’t obvious passing downs… and Carter was tasked with handling 2 gaps.
His “hesitation” at the snap on some of those plays was him reading the play, holding his position until he knew if he needed to fill a gap against a run…. and then… rush after he was able to see it was a pass play.
That scheme (and amazing DL talent) is what allows their LBs to fly to the ball without OGs getting to the 2nd level on them.
