They should have a FG contest to decide the onside. Like a soccer shoot out! 
Set up a specific DPI penalty for that play only if the league really goes down this road. Make it a replay of down with no penalty yards or something to that effect.
Not advocating for the rule change but there are ways to negate the DPI benefit for offenses.
This is almost as dumb as the MLB Golden Bat proposed rule.

So basically the rule change is so they can make sure teams like the Chiefs and Packers can always ārecoverā onside kicks.
Not a fan of this proposal mostly because of how stupid pass interference calls get late in games

The only way to use this is to have any penalties not give automatic first downs but instead walk off the penalty yards from the line of scrimmage and redo 4th down or something similar.

Make the onsides kick be a kick thru the uprights from their own 10. Only the strong footed can do it
So, could they just throw a hail mary for the win?
