How about just embracing the concussion and making friends with it? If you can break the board with your head, you get to keep the ball.

Move the kicker back 10-20 yards on all kickoffs.
Make onside kicks allowable on any kick, as long as the kickoff lands in the neutral zone. Then it’s a live ball, free-for-all.

Move the kicker back to the 25, and the landing zone up to the 30. Keep the players where they are. There, we have more exciting kickoffs – harder to get touchbacks, easier to get squib kicks.
For onside kicks, keep it as is, but allow them throughout the game, for either team.
